Description

In order to conduct an inspection of air-conditioning and heating systems in the Republic of Cyprus, one needs to obtain a Certificate of Competency issued by the Energy Service of the Ministry of Energy, Commerce, Industry and Tourism.

Inspection of mechanical installations covers:

air-conditioning Systems of an effective rated output of more than 12 KW and for air-conditioning systems of a building that their effective rated output is more than 50KW in total;

heating Systems (boilers) of an effective rated output for space heating purposes of more than 20KW.

The term "boiler" means the combined boiler body-burner-unit, designed to transmit to fluids the heat released from burning.

Air-conditioning system means a combination of the components required to provide a form of indoor air treatment, by which temperature is controlled or can be lowered.

The inspection of an air-conditioning system aims to reducing the energy consumption and limiting the carbon dioxide emissions.

Eligibility Criteria

(A) The eligibility criteria to be an Authorized Inspector for Air-conditioning Systems apply only to natural persons who:

are 18 years of age or more;

apply in writing for the certificate of Compliance at the Energy Service;

are registered members at the Cyprus Scientific & Technical Chamber (ETEK) in the field of Mechanical Engineering or a corresponding body of another Member State, with three years of relevant experience (design or installation or maintenance of air-conditioning systems);

have a certificate of suitability for Class I for managing fluorinated gases under the Regulations 303/2008;

have a certificate of attendance on a seminar regarding the health and safety in the workplace, organized by the Department of Labour in collaboration with the Energy Service of the Ministry of Energy, Commerce, Industry and Tourism.

(B) The eligibility criteria to be an Authorized Inspector for Heating Systems (Boilers) apply only to natural persons who:

are 18 years of age or more;

apply in writing to the competent authority (Energy Service) for obtaining such a proficiency certificate and pay the relevant fee;

are registered members at the Cyprus Scientific Technical Chamber (ETEK) in the field of Mechanical Engineering, in the case of a Cypriot citizen, or a corresponding body of another Member State;

hold a certificate of success in written examinations organised by FREDERICK University.

Any natural person who wants to be an Authorized Inspector of Heating Systems (Boilers) should satisfy all the criteria stated above according to the relevant Regulations for the inspection of boilers which were published as Regulatory Administrative Act No. 119 in Appendix III(I) of the Official Gazette of the Republic of Cyprus No. 4488 and dated 8 April, 2011.

Application Procedure

The application for obtaining a practicing certificate as an Authorized Inspector of Air-conditioning can be submitted either through the PSC Cyprus or by contacting directly the competent authority:

The application for obtaining a practicing certificate as an Authorized Inspector of Air-conditioning and Heating Systems should be accompanied by the following documents:

certified copy of identity card or passport;

copy of certificate of registration as member of the Cyprus Scientific & Technical Chamber in the field of Mechanical Engineering;

copy of certificate for relevant experience of three years in the field of mechanical engineering;

certificate of suitability for Class I for managing fluorinated gases issued by the Department of Environment in case of registering as inspector of air-conditioning systems or copy of success certificate for passing examination for inspectors of central heating systems organized by Frederick University in case of registering as inspector of central heating systems;

certification of attendance on a seminar regarding health and safety in workplace.

The applicant is informed regarding the authorisation decision within few days from the date that the application form and supporting documents were duly submitted.

Obligations and Supervision

The Authorised Inspector of Air-conditioning and Heating (Boilers) Systems is obliged to comply with the provisions of the Law Regulating the Energy Performance of Buildings, and relevant regulations, as periodically amended, and specifically among others, to:

carry out the relevant job according to the procedures specified in any regulation or decree issued under the Law which regulates the inspection of air-conditioning and heating (boilers) systems;

duly complete the forms specified in any regulation or decree issued under the law which regulates the inspection of air-conditioning and heating (boilers) systems;

inform the competent authority, at least one week in advance, about the place and time of every inspection which will be conducted;

comply with any relevant decrees issued by the Minister of Energy, Commerce, Industry and Tourism;

submit annually to the competent authority a full list of the inspections which were carried out during the year.
