Description

In order to practise the profession of an Electrical Engineer, a Senior Electrical Technician Engineer, an Electrical Installations Contractor, a Maintenance Technician of electrical equipment and appliances, or an Electrician in the Republic of Cyprus, one needs to register at the Registry of the Department of Electrical and Mechanical Services (EMS) and obtain a Certificate of Competency by the EMS, according to the provisions of Electricity Law and Regulations.

Eligibility Criteria

Natural persons are eligible to obtain a licence to practise the profession of an Electrical Engineer, a Senior Electrical Technician Engineer, an Electrical Installations Contractor, a Maintenance Technician of electrical equipment and appliances, or an Electrician, if EMS is satisfied that they:

have the appropriate educational background according to the specific field (see “Academic knowledge and Experience required per field”);

have the appropriate experience according to the electrical field applied for (see “Academic knowledge and Experience required per field”);

are a registered member of the Cyprus Scientific & Technical Chamber in the field of Electrical Engineering (applicable only in the case of Electrical Engineers);

have succeeded in the examinations provided by the EMS (applicable only in the case of Electrical Installations Contractors and Maintenance Technicians of electrical equipment and appliances);

are at least twenty one or nineteen or eighteen years old in the case of Electrical Installations Contractor or Maintenance Technician or Electrician respectively;

have good knowledge of the Greek language.

Application procedure

Initially, the application for the issuance of the Certificate of Competency of Electrical Engineer, a Senior Electrical Technician Engineer, an Electrical Installations Contractor, a Maintenance Technician of electrical equipment and appliances, or an Electrician can be submitted either through the PSC Cyprus or you can contact directly the competent authority:

The application for the issuance of the Certificate of Competency should be accompanied by the following documents:

copy of Certificate of the professional experience in the respective electrical field applied for (if not available in Greek or English Language, a certified translation in either language needs to be submitted);

copy of University degree or academic title in the respective electrical field applied for (if not available in Greek or English Language, a certified translation in either language needs to be submitted);

copy of Registration certificate to the Cyprus Scientific & Technical Chamber’s Registry in the field of Electrical Engineering (applicable only in the case of Electrical Engineers);

copy of identity card or passport;

application fee (payable either by cash, check or bank transfer) of:

€ 30,50 in the case of Electrical Engineers;

€ 20,50 in the case of Senior Electrical Technician Engineers;

€ 20,50 in the case of Electrical Installations Contractors;

€ 18,50 in the case of Maintenance Technicians of electrical equipment and appliances;

€ 6.50 in the case of Electricians.

The applicants may be requested to pass written examinations organized by the EMS.

The applicants shall have knowledge of Greek language necessary for practicing the profession.

The applicant is informed regarding the authorisation decision within three months from the date that the application form and supporting documents were duly submitted. The Certificate of Competency is valid for an unlimited period.

Thereon, the first application for the issuance of the Registration Certificate, should be accompanied by 2 identity card photos. The payment fee is € 8.50 (payable either by cash, cheque, or bank transfer). For the renewal of the Registration Certificate, the application and the payment of the fee (€ 8.50) can be submitted online. The Registration Certificate is issued within approximately 15 days.

The Registration Certificate, to the EMS registry, is valid from the date of issue until the 31st of December of the year issued.

Obligations and Supervision

Registered Electrical Engineers, Senior Electrical Technician Engineers, Electrical Installations Contractors, Maintenance Technicians of electrical equipment and appliances, or Electricians are obliged to comply with the provisions of the Electricity Law and Regulations, as periodically amended. Their duties and responsibilities are as follows:

A registered Electrical Engineer (first class), is authorized to undertake the responsibility of the preparation of plans and studies, contracting of electrical installations and operation/maintenance of electrical appliances and equipment of any type, of unlimited voltage and power.

A registered Electrical Engineer (second class) is authorized to undertake the responsibility of the preparation of plans and studies, contracting of electrical installations of low and medium voltage and unlimited power and, the operation/maintenance of electrical appliances and equipment of any type, of unlimited voltage and power.

A registered Electrical Engineer (third class), is authorized to undertake the responsibility of the preparation of plans and studies, contracting of electrical installations, of low and medium voltage and, the operation/maintenance of electrical appliances and equipment of any type, within the power limits set by the Minister’s of Communications and Works order.

A registered Senior Electrical Technician Engineer, is authorized to undertake the responsibility of the preparation of plans and studies, contracting of electrical installations, and operation/maintenance of electrical appliances and equipment of low and medium voltage, within the power limits set by the Minister’s of Communications and Works order.

A registered Electrical Installations Contractor is authorized to undertake the responsibility of the execution/supervision of the electrical installations of low and medium voltage, within the limits set by the Minister’s of Communications and Works order. In special occasions, EMS may grand to registered Electrical Installations Contractors, with many years of experience and/or special skills, a limited permission for the preparation of plans and studies of low and medium voltage, within the power limits set by the Minister’s of Communications and Works order.

A registered Maintenance Technician of electrical equipment and appliances (first class), is authorized to undertake the responsibility of the operation/maintenance of electrical appliances and equipment of low and medium voltage, within the power limits set by the Minister’s of Communications and Works order.

A registered Maintenance Technician of electrical equipment and appliances (second class), is authorized to undertake the responsibility of the operation/maintenance of electrical appliances and equipment of low and medium voltage, within the power limits set by the Minister’s of Communication and Works order.

A registered Electrician, is authorized to undertake the wiring of any electrical installation and is responsible for any work performed by his/her assistants or trainees.

The Department of Electrical and Mechanical Services has the jurisdiction to set limits to the certificates of competency as far as the type, size and way of installing wires, appliances and equipment. Moreover, EMS has the jurisdiction either under any violation of the Law and regulations or under any court’s decision, to suspend for such a period as it may deem necessary or revoke the certificate of competency of any Electrical Engineer, Senior Electrical Technician Engineer, Electrical Installations Contractor, Maintenance Technician for electrical equipment and appliances, or Electrician issued. No person, whose certificate of competency has been suspended or revoked, shall, during the period of such suspension or revocation, undertake the responsibility or execution of any electrical installation and/or maintenance of electrical equipment and appliances.
